Our Story, Our Mission, Our People

The Beginning

Web City Properties was founded in 2005 by John D’Silva, an Indian immigrant who came to the United States in the 1970s in search of a better life. He began investing in real estate, finding a niche buying and building housing in underserved communities. After starting in Southern California, he moved to Dallas and began investing in southern Dallas, using creative financing to make homeownership possible for families the banks wouldn’t serve.

Over the next 15 years, John helped more than 500 households and built a company positioned to grow. Along the way, he founded a nonprofit to support local charities and create programs that brought resources directly to Web City residents.

 

The Future

When John passed away in 2020, his son, Jordan D’Silva, took the helm, determined to grow the business and carry the mission forward. Under Jordan’s leadership, Web City has expanded into developing flex industrial spaces, multifamily investments, third-party construction services, among other ventures. He has also grown the nonprofit’s reach, adding programs focused on education and food security, while securing partnerships to provide resources to both residents and neighbors across the community.

Today, Web City is focused on developing people-centric commercial spaces and residential communities, guided by the values inspired from the life and service of John D’Silva.

Jordan D'Silva
CEO

Jordan D’Silva, CEO and Principal, took the helm of Web City Properties in 2020 and has since led the firm’s growth into flex, multifamily, and construction, while carrying forward its mission. Jordan leads strategy and operations for the firm. Jordan also serves as Vice Chair of Readers 2 Leaders board and is on the board of After8 To Educate.

Cary Williams
Director of Acquisitions

Cary Williams joined Web City Properties in 2024 as Director of Acquisitions, bringing a background in capital markets and brokerage across a range of asset types. He leads the firm’s acquisition strategy, underwriting, due diligence, and capital markets efforts, sourcing and structuring the opportunities that drive Web City’s growth.

Kim Rosales
Director of Property Management

Kim joined Web City in 2025, bringing more than twenty years of property management experience and a customer-service mindset to every interaction. Known as the spark plug of the team, she leads leasing, maintenance, and turnover while keeping the property management operation running smoothly day to day.

Nancy Vargas
Director of Accounting

Nancy is Web City’s longest-tenured team member, with more than eleven years at the company. She oversees accounting, human resources, and mortgage note administration. She is the go-to resource for just about everything. If there’s a question about Web City, Nancy probably knows the answer.

Josh Seifer
Director of Construction

Josh joined Web City Properties in 2025, bringing more than ten years of experience running his own construction firm. He leads all construction management, overseeing projects from bidding and contracting through subcontractor sourcing, and final completion.

Fatima Palacios
Accounting Assistant

Fatima joined Web City in 2020 and supports the firm’s bookkeeping and accounting, along with property management administration, utilities, taxes, and much more. If something needs to get done, Fatima will find a way to make it happen.

Gina Gonzalez
Property Management Assistant

Gina joined Web City in 2026 and leads collections, resident services, and asset management. She connects residents with available assistance programs, finds new ways to add value to their lives, and keeps the portfolio’s financial obligations on track.

Daniel Lopez
Property Maintenance Manager

Daniel joined Web City in 2021 and manages day-to-day maintenance and turnover across our properties. He makes sure every move-in is seamless, every home is ready and comfortable, and every resident feels taken care of long after they get their keys.

Jordan D'Silva

CEO

Jordan D’Silva is the CEO of Web City Properties, a family-owned and operated real estate investment firm focused on single-family rentals, value-add multifamily, and residential development in southern Dallas and surrounding areas. Web City Properties has 14 full-time employees and over 50M in assets under management.

Web City Properties was started by Jordan’s father, John D’Silva, in 2005. John was an immigrant who came to the United States from India in the 1970s and built multiple businesses from the ground up before starting Web City Properties in Dallas with the intention to buy, rehab, sell, and rent single-family homes in southern Dallas. He grew the business to 500+ properties over 15 years before passing away in 2020. Jordan D’Silva took over after his passing and has worked to pivot the company’s investment strategy into multifamily and development opportunities.

Jordan hopes to grow Web City Properties by acquiring larger multifamily value-add opportunities and developing market and mixed-income multifamily and mixed-use properties throughout Texas. Jordan intends to grow Web City Properties property management capacity while building an in-house construction management team. Jordan is actively seeking to partner with other operators, experienced developers, and capital partners to gain experience and provide value leveraging his own capital, company resources, and connections.

Jordan is also passionate about creating social impact in Dallas, starting a nonprofit to work with local organizations and entrepreneurs to create grassroot level solutions to systemic problems impacting the community. He has consulted with 3+ entrepreneurs, created multiple partnerships with local housing organizations to provide support services, and is poised to lead an immigrant business incubation program in Spring 2023.

Jordan is a partner with Social Venture Partners Dallas where he consults with other nonprofits alongside other members. Jordan is also a member of the Dana Juett residency, a program designed to educate and empower young professionals to maximize their local impact. Jordan is also on the associate boards for the Dallas Entrepreneur Center and United Way Emerging Leaders.

Cary Williams

Director of Acquisitions

Cary joined Web City Properties in 2019 as an Executive Assistant and quickly proved herself as a valuable asset to the team. In 2022, she was promoted to Operations Manager. In her current role, Cary is responsible for executing the hiring process, helping to develop and strategize for improvements and changes in processes and procedures, researching and reporting for various areas of the company, and managing contractors and ongoing projects.

Cary is passionate about creating a positive impact in the community and helping others learn more about how to accomplish personal growth in their professional endeavors. Her goal is to continue growing with the company and to be a valuable member of the management team. Her skills have helped her develop good relationships in the industry and take leadership in several new projects, making her a great addition to the team.

Cary is a graduate of the University of Texas at Dallas where she majored in Communications and Digital Media. She has over 5 years of experience in management and customer service roles. Her core values include transparency, trust, and a positive attitude.

In her free time, Cary enjoys traveling, going to concerts, taking pictures, and spending time outdoors with her husband and their dog.

Kim Rosales

Director of Property Management

Adriana has been working in the property management industry for the past 9 years, starting as a leasing agent and working her way up to a Property Manager at Web City Properties. She joined the company in 2016 and has held various positions such as administrative assistant, loan processor, accounting assistant, and operations assistant before being promoted to her current role in 2023.

Adriana is known for her strong organizational skills and attention to detail, making her a valuable asset to the Web City Properties team. Her passion for personal growth and her goal to once again work in the multi-family property management industry drives her to excel in her day-to-day responsibilities of overseeing rental properties, problem solving, and managing tenant relations.

In her free time, Adriana enjoys spending time with her husband, two kids, and three dogs, as well as visiting her extended family in Mexico. She values organization, balance, and a work smarter, not harder mentality, which aligns with her personal values of family and work.

Adriana is committed to ensuring that Web City Properties continues to provide exceptional property management services to its clients and tenants, and is dedicated to helping the company reach new heights.

Nancy Vargas

Director of Accounting

Nancy is the Office Manager at Web City Properties, where she has been working since 2014. She began her career at the company as an Accounting Assistant, and was later promoted to Office Manager in 2016. In her role, Nancy is responsible for supporting company operations by supervising employees, keeping management informed by doing and reviewing special reports, and delegating responsibilities to the appropriate employees.

One of Nancy’s goals is to make good memories with her children, and she also strives to create the best working environment for her team. Nancy has strong leadership skills and brings a strong background in accounting, as she graduated from the University of Texas at Dallas with a BS in Accounting in December 2013.

Nancy’s personal values include fairness, gratitude, and family. In her free time, she enjoys traveling, especially to the beach and the mountains, and watching her son play soccer.

Josh Seifer

Director of Construction

Josh joined Web City Properties in 2016 as a Transaction Coordinator and has been a valuable asset to the company ever since. Her role includes reviewing rental applications, going through the leasing process to ensure a smooth and easy experience for customers, and analyzing insurance escrows for each property to ensure accuracy . Josh’s passion is to help people find their future home by providing them a great customer service experience and by being a leading hand as our customers go thorough the transaction process.

Josh brings a unique skill set to the team, being bilingual and a Licensed Residential Mortgage Loan Originator. She also has over 16 years of administrative work experience, having worked as a legal assistant before joining Web City Properties. Josh holds a BA in Office Administration from Universidad de Puerto Rico, Rio Piedras Campus in San Juan, Puerto Rico (1999) and an MBA in Human Resources from Universidad del Turabo in Caguas, Puerto Rico (2007).

Josh personal values, which she demonstrates in her work ethic and personal life, include loyalty, respect and honesty. In her free time, she enjoys watching movies with her kids, spending time with her family, and making treats and desserts.

Fatima Palacios

Accounting Assistant

Fatima is a highly skilled and dedicated employee at Web City Properties, where she holds the position of Real Estate Assistant and Leasing Representative. In her role, Fatima is responsible for answering calls, managing maintenance work orders, and assisting with sales and marketing efforts. She is also a valuable asset to new and current tenants, providing guidance and support throughout the initial leasing process. Fatima’s passion for providing excellent customer service and helping others is evident in her daily work, and she is known for her ability to handle escalations with grace and efficiency.

With a skill set that includes fluency in both English and Spanish, Fatima is able to effectively communicate with a diverse range of clients. Her over 8 years of experience in sales and customer service, along with her time at Web City Properties since 2018, have honed her skills and helped her with her role. Fatima’s personal values of integrity, generosity, and open-mindedness align well with the company’s culture and have helped her to build a successful career. She is always looking for new opportunities to grow and improve her skills, and is dedicated to helping others do the same

Gina Gonzalez

Property Management Assistant

Gina joined Web City Properties in 2016 as a Sales Representative and has been a valuable member of the team ever since. Her day-to-day involves meeting with clients and marketing the properties to bring in new clients. Gina’s passion for nonprofit work and helping people has been a major factor in her success as a sales representative. Her friendly and personable approach to clients has helped her sell many properties for the company and she has become a trusted resource for her clients.

Gina’s personal values of generosity and helpfulness are reflected in her work and she takes great pride in helping her clients find the perfect property. In her free time, Gina enjoys spending time with her family and teaching people about beauty and self-care.

Daniel Lopez

Property Maintenance Manager

Daniel is a Collections Agent at Web City Properties, where she has been working since 2013. In her role, she updates people’s accounts as payments are received and due. Daniel’s goal is to keep expanding her real estate knowledge and share her expertise to help people accomplish their real estate goals.

Daniel brings a strong skill set to her role, including expert negotiation, bilingual capabilities and extensive administrative experience.

Personal values that drive Daniel include being responsible, dependable, and friendly. In her free time, she enjoys spending time with friends, taking her two huskies Leo and Lucca on walks, going to concerts and hiking.
